Floor area barely moves the rate. A 5,000 sq ft office costs roughly the same per foot as a 2,000 sq ft office at the same specification, because the expensive components scale linearly. What does move is how much of the floor is enclosed: cabins and meeting rooms cost two to three times what open desking costs per foot.

The premium in Gurugram and Delhi is not design. It is compliance and logistics: mandatory licensed contractors for electrical and fire, restricted working hours, and material that can only move at night. Budget for it as project overhead rather than as a better office.
Cost Per Seat, and Why Finance Prefers It
Per square foot is how designers quote. Per seat is how companies budget, because headcount is the number a finance team already has. Divide the total fit-out by the number of desks, including that desk’s share of reception, pantry, meeting rooms and circulation.

If a quotation works out below ₹30,000 per seat, something is missing rather than efficient. Usually it is the electrical, the ceiling, or the meeting rooms, and it reappears as a variation two months in.
What Moves an Office Fit-Out Rate
Three things, in order of how much they move the number.
- Acoustic performance. A meeting room that genuinely holds sound needs a partition carried to the slab, insulation in the cavity, a proper door seal and a ceiling that does not leak sound over the wall. A room that only looks the part costs about 40 per cent less and fails on the first confidential call.
- Electrical and data density. Base buildings provide a fraction of the points a modern office needs. Raceways, floor boxes, UPS distribution and network cabling routinely account for 18 to 25 per cent of a commercial fit-out.
- Glazing. Glass partition systems look excellent, arrive on time and are never cheap. Expect ₹950 to ₹1,900 per square foot of partition for a decent system with hardware.
Lighting is the quiet fourth. Specifying luminaires to the energy standards published by the Bureau of Energy Efficiency adds a little to the fit-out and removes a great deal from the running cost, which matters on a five-year lease.

Renovation Against a New Fit-Out
Renovating a working office is usually cheaper, but the saving is narrower than most people expect. The honest range is 20 to 35 per cent, and only when the existing services are sound.

Strip-out is the line people forget. Removing a badly built previous fit-out, carting it out of a tower with one service lift and disposing of it legally is real money, and it is charged whether or not anything from it is reusable.
What a Cheap Commercial Quotation Leaves Out
When two office quotations differ by a third, the gap is almost always one of these four items rather than a better price on the same work.
- Building approvals and deposits. Fit-out application, contractor insurance, worker passes, service-lift booking and the refundable deposit. On a Noida commercial tower this is commonly ₹60,000 to ₹2 lakh, and it is frequently absent from the lower quotation.
- Electrical beyond the base provision. Quoted as “as per site”, which means it will be billed later at whatever it turns out to be.
- Acoustic infill in partitions. Invisible once the wall is closed, so it is the easiest thing to omit and the most expensive thing to add afterwards.
- Out-of-hours working. If the building restricts noisy work to evenings and weekends, someone is paying for that shift. If it is not in the quotation, it becomes a variation.

One more thing finance will ask about: interior fit-out is a works contract, so GST applies on top of the quoted value. Registered companies can usually claim it as input tax credit — the current position is published by the Central Board of Indirect Taxes and Customs — but confirm it with your accountant before you treat the pre-tax number as the real one.
